Perhaps a simple option to hide currently-worn items would solve this. Pretty sure that bone armor is considered metal. I think the trick to forcing dwarfs to equip bone armor instead of metal armor (if you have both) is to set the color to white. Worth a shot. Let us know if it works.

If you have no cassitierite, copper is definitely better than leather, unless you have a legendary leatherworker and no armour smith.

For each, I use helm, chest, leggings, boots, gauntlets PLUS LEATHER CLOAK. Cloak will block a lot of stuff. Stage 1: Mail or leather or mixed. Stage 2: Mail set plus leather set.
